The High Court of Ireland is a court which deals at first instance with the most serious and important civil and criminal cases. The High Court is composed of its president, 42 ordinary judges, and additional judges being ex officio the Chief Justice, the President of the Court of Appeal, the President of the Circuit Court, and former chief justices and courts presidents who remain judges.
The court is composed of three judges appointed by the government from among the judges of the ordinary courts, usually one from the High Court, one from the Circuit Court and one from the District Court. The court sits as a three-judge panel with no jury, and verdicts are by majority vote. Verdicts can be appealed to the Court of Criminal Appeal.
However, murder, rape and treason (the latter is now extremely rarely prosecuted) must still be heard by a High Court judge and a jury. When this court sits in Dublin, it is called the Central Criminal Court, when it sits (twice yearly) elsewhere it is the High Court on Circuit. Less serious indictable offences are heard by the Circuit Court.
