Ice Storm is a summon spell to try to contact the dead wild magic warlock Omar Knedlik. Omar rolled badly when he tried to summon a hot drink called warm coke during the blizzard of 1358 in the Sword Coast town of Ontario. Since the gods were crazy and wild magic surge thru his body killing him, the spell Ice Storm was created.
A LOT. And sadly they are usually the most nasty ones. 20 feet of radius is the same on the ice storm, but the storm is a cylinder, which I will come back later on. Also the fireball does not have that much range like the Ice storm, but using it on more than 150 feet is very unlikely. Ice Storm: first it deals two different types of damage.
Ice Storm does have a better niche in 5e though, since Druids don't really get a lot of non-concentration blast options. They also have range issues on a lot of their spells, with some of them even requiring centering on ground in order to be cast (like Erupting Earth), limiting their options to hit aerial targets.

Ice Storm sucks, IMHO. Try my house-ruled version on for size instead: Hail falls for one full round, dealing 4d6 points of bludgeoning damage and 4d6 points of cold damage to creatures in their path. Listen checks made within the ice storm’s effect take a –4 penalty, and all ground movement within its area is at half speed.
Some have told me if it is created by a spell, its magical. However, in the spell descriptions like Ice Storm, Sleet Storm, and Evard's Black Tentacles, they all say difficult terrain, not magical. I can see How Evatrds May be magical tentacles sprout from the ground, but Ice Strom and Sleet Storm creat ice, which I would consider nonmagical.
The fact that ice storm extends upwards 40-ft. is entirely irrelevant unless all of your enemies are levitating 30 feet off the ground where you've detonated your fireball. (unlikely) PLUS, fireball incinerates combustibles, and ice storm does not. So, you could use fireball to burn inns down (if you felt so inclined). Ice storm can't do that.
