Delayed Blast Fireball Overview. Delayed blast fireball is a 7th-level evocation spell available to sorcerers and wizards in 5th edition. It takes an action to cast, requiring a bit of bat guano and sulfur along with the obligatory waving of hands and speaking in tongues. It deals fire damage. This would kind of indicate that for the entity that is the delayed blast fireball time would not pass during time stop. But this isn't RAW in 5e rules, of course. The spell is very "world breaking" so just its existence is bound to create numerous different interpretations of what is going on while its cast.
So Delayed Blast Fireball has a base damage of 12d6 that increases by 1d6 for each round it remains there. So with extended spell doubling the duration. it can be cooked for 2 minutes. So that's a maximum of 32d6 damage in a 20ft radius sphere if the bead is charged for 2 minutes? By using just one sorcery point.
After all, this is Delayed Blast Fireball; it's optimal to have it held for 9 rounds before being thrown to its target on the 10th round to maximize damage. A Rogue or Monk should have a Dex save capable of challenging a Wizard's spell DC, so even by base rules you can get somebody to hold on to it for a while that's unlikely to die if it goes off.
You can fire off cantrips while concentrating or other spells that don't require concentration. So you could cast a Delayed Blast Fireball, keep on firing cantrips, then unleash a regular fireball and let the delayed one go off for pretty big damage. Or you could build it up away from battle, then let a dex based class grab it up and throw it.

Delayed Blast Fireball cast from Glyph of Warding. Trigger on Glyph of Warding: When the caster activates the spell Mislead. Contingency: Cast Mislead when below 20% HP.
Regarding time stop and delayed blast fireball, this is how I have done it. Cast time stop. Then during one of the time stop rounds, delay your action so your initiative drops by 1 (For example, if you normally go on initiative point 14, delay so that you now go on initiative point 13). Cast you delayed blast fireball at this point.
It doesn't have to be in view of the enemy. You don't cast Delayed Blast Fireball during combat, you cast it when planning an ambush. Also, you can get someone else to throw the bead. For some reason, the poster above assumed that the wizard had to throw the bead, which isn't the case.
