\.minecraft\assets\skins\ There should some files with alphanumeric names. Sort by date, open the recent one and search for a png. If you can't open the file, make a copy and open it on another location (desktop)
If you are talking about the folder located at .minecraft\assets\skins, that is just a cache of all player skins that have been downloaded, including your own skins (I only see a single skin, my own, in this folder, saved using an encoded name) and everybody else on multiplayer (so if you play online a lot it can get very large).

Sometimes servers have glitches with skins and/or have disabled skins entirely. Otherwise @urielsalis seems to know what he's doing. If it doesnt show your own too, then its something that must be blocking the skins server, or might be the server(but if it happens in singleplayer, then its definately skins server)
You can necessarily "combine" two skins but you can modify skins, what you're wanting to do will require you to edit the skin manually through a skin editor.

Now you might be a little worried about your skins getting stolen now, there are a few things you can try to lessen this, but from experience it is basically unavoidable. Picking the correct place to upload anything publicly is a good start.
So try to use "almost white" or "very light grey" and "almost black" or "very dark grey". Other "pure" colors can seem extremely bright and vivid. I understand that Minecraft is very cartoony, but I personally prefer staying away from "pure" colours if I can. For instance, if I want a bright red, I use RGB 224, 0, 0 rather than RGB 255, 0, 0.
You have to use a resource pack since they dropped support for skins.minecraft.net; this happened just the other day but I never noticed it (I play in 1.6.4) because I'd long since replaced the default skin with my own (actually, I replaced the skin, as well as a few other textures, inside the jar since I modded it for other reasons and never use/switch resource packs.
