    If you are talking about the folder located at .minecraft\assets\skins, that is just a cache of all player skins that have been downloaded, including your own skins (I only see a single skin, my own, in this folder, saved using an encoded name) and everybody else on multiplayer (so if you play online a lot it can get very large).

    Sometimes servers have glitches with skins and/or have disabled skins entirely. Otherwise @urielsalis seems to know what he's doing.     You have to use a resource pack since they dropped support for skins.minecraft.net; this happened just the other day but I never noticed it (I play in 1.6.4) because I'd long since replaced the default skin with my own (actually, I replaced the skin, as well as a few other textures, inside the jar since I modded it for other reasons and never use/switch resource packs.
