Halton Borough Council is the local authority for Halton, a local government district with borough status in the ceremonial county of Cheshire, England. Since 1998 the council has been a unitary authority , being a district council which also performs the functions of a county council .
Wharton was first elected to Halton Borough Council in 2002 for the ward of Hale Village.
