The Liberty Bridge was built to replace the Third Street Bridge, a small swing bridge located just south of the Liberty Bridge connecting Midland and Third Streets. The Third Street Bridge was the first bridge built across the Saginaw River in Bay City. It was originally built as a wooden bridge in 1864 by the Bay City Bridge Company.

Bay City was founded in the mid-1840s, and the first commercial establishment began admitting customers in 1850-51. The initial commercial development in Bay City, in the 1850s and 1860s, occurred along North Water Street, adjacent to the lumbering businesses along the river.
