If we compare that to Bank of America (the bank OP references), bank of America has tens of thousands of call center agents. They have over 200,000 total employees. Multiple locations staffed with people taking calls all day long. A bank with 100 people in the call center is next to nothing compared to a big bank like that.

TLDR: Someone fraudulently withdrew $4,500 from my Bank of America account in person at a branch location using a card/pin that was skimmed - no photo ID was checked. I filed a police report but Bank of America automatically denied the claim. I asked them to review the video evidence but BofA refused.
