Yes, they allow a 22 caliber bullet to be shot through a 30 caliber barrel. Correct, there will be no rifling on the bullet. And they exit the barrel at stupid velocities (5,000 fps + in a 300 Weatherby) - I think the issue with 'tumbling' was more that the bullets tore themselves apart from the speed.
