Caddo Parish Courthouse. Founded in 1836 and incorporated in 1839, Shreveport is the parish seat of Caddo Parish. It is part of the First Judicial District, housing the parish courthouse. It also houses the Louisiana Second Circuit Court of Appeal, which consists of nine elected judges representing twenty parishes in Northwest Louisiana.
