The inaugural event was held at Kempston Indoor Bowls Club, Bedford, England, and had the biggest gathering of short mat bowls talent from all over Europe including England, Ireland, Wales, Scotland, Belgium and Sweden. In subsequent years, the John Burgess Trophy became a pairs event instead of the original triples format.

The Welsh Bowls Federation (WBF) (established 2001) is an umbrella partnership body comprising representatives from the four national governing bodies: the Welsh Lawn Bowls; the Welsh Indoor Bowls; the Welsh Short Mat Bowls Association; Welsh Crown Green Bowling Association.
The club was founded in 1923 following a meeting of interested persons in Long Ditton Parish Hall. The club operated initially from a site in Ferry Road Thames Ditton and leased single and double skiffs and a number of punts from Turks Boatyard. [1] In the early 1960s the club occupied Albany Cottage in Alexandra Road with a boatshed nearby.
