Fifty of them existed at the time of the Wheeling Convention in 1861, during the American Civil War, when those counties seceded from the Commonwealth of Virginia to form the new state of West Virginia. Wheeling University's southeastern border is formed by the freeway as I-70 approaches the neighborhood of Elm Grove. Washington Avenue provides access to the college as the highway continues south before meeting the eastern terminus of I-470, which is a bypass of Wheeling and the only auxiliary Interstate Highway in West Virginia.
