Alfred Scott Anderson, Jr. (July 24, 1904 – November 12, 1971) was an American politician, who was mayor of Richmond, Virginia from 1958 to 1960 and served on the City Council for the City of Richmond, Virginia from 1956 to 1960 and 1963–1966. Anderson, who was too old for military service, served in the Home Guard during World War II.

Sands was born in Richmond, to the former Ella Virginia Goddin and her husband, (Rev.) Alexander Hamilton Sands (1828-1887). Although his paternal grandfather had farmed in York County, his father had been born in Williamsburg, where he had attended the grammar school of the College of William and Mary before moving to the state capital in 1843 to become the deputy clerk of the Superior Court.
President Abraham Lincoln pressured Burnside to take aggressive action and approved his plan on November 14 to capture the Confederate capital at Richmond, Virginia. This plan led to a humiliating and costly Union defeat at the Battle of Fredericksburg on December 13.
