He purchased 20,000 acres (81 km 2) of land in 1861, near Millville, New Jersey, and along an existing railroad line with service to Philadelphia. [3] [4] The first houses were built in 1862, and train service was established to Philadelphia and New York City, with the population reaching 5,500 by 1865. [1]
South of the river there is more of a commercial center, and as Central Street climbs the hillside above the river, it becomes more residential. This last area was where the fashionable homes of Millville's wealthier residents were built. The oldest portions of the district are the remnant sites of the mills which prompted the growth of the town.

In 1913, Millville was incorporated and citizens elected W.I. Singletary as Millville's first mayor. [1] By 1920, Millville was the largest community around the bay and the center of commerce and industry for the area. In 1926, Panama City annexed Millville into its incorporated city limits; however, it retains its unique historical character. [2]
