    Setting the video output to OpenGL instead of Automatic fixed that problem for me. That is with Win10 v. 20H2, Nvidia quadro k5000 card, VLC v. 3.0.11, and a plain HD ProRes 422 file. It's under under Tools > Preferences, Video tab : Output. There are 2 OpenGL entries, and both work. The "Direct3D9" entry also works.

  10. It will be named «vlc-3.0.14-win32.exe» or «vlc-3.0.14-win64.exe» respectively depending on whether you're using a 32bit or 64bit version of Windows.
