In Virginia, cities are co-equal levels of government to counties, but towns are part of counties.

The administrative divisions of Virginia are the areas into which the Commonwealth of Virginia, a U.S. state, is divided for political and administrative purposes. Some are local governments; others are not. However, all local governments (counties, independent cities, and incorporated towns) are political subdivisions of the state.
The extinct counties of Virginia (alphabetically) are: Alexandria County (1749–1791) and (1846–1920) (was part of the District of Columbia 1791-1846), changed its name to become Arlington County in 1920. Charles River County (1637–1643) renamed York County.
Incorporated cities in Virginia are independent jurisdictions and separate from any county. As of 2022 [update] , there are 189 incorporated towns and 227 municipalities, [ 1 ] some of which are more populous than many independent cities , but are not incorporated as cities and are therefore situated within a parent county or counties.
Northern Virginia, locally referred to as NOVA or NoVA, comprises several counties and independent cities in the Commonwealth of Virginia in the United States. The region radiates westward and southward from Washington, D.C., the nation's capital, and has a population of 3,257,133 people as of 2023 U.S. Census Bureau estimates, representing over a third of the state's total population.
