Launch Creative Cloud and click the gear icon near top right. Go to Preferences >> Sign-out. Close Creative cloud and re-start your computer. Re-launch Creative Cloud and sign back in. Go to the Apps tab and wait for everything to refresh. Let us know if the apps are available to install or try.

Despite of selecting D drive for apps, CC app by itself installs on C drive bloating windows user folders: 'local/adobe', 'locallow/adobe', 'roaming/adobe' (~1.5 GB total). The more windows users accounts you have, the more this bloats per account and fills up C drive.
