I just got back from a cruise that stopped at Belize. We booked the "Crystal Cave Tubing with Lagoon" excursion. Here are some things to know: 1. You will travel about 60 to 90 minutes (depending on traffic) inland to get to the excursion site. This is, in my opinion, a big plus because it allows you to see a lot of the country.
There's great diving and great people to dive with. The diving is on the same reef as Roatan and Belize (the Meso-American reef, the second longest barrier reef in the world). Maybe your 45 minutes was attributed to the rough seas then, and would not be a typical tendering duration. I would think any port could have extended tender durations in rough conditions. No all the ships that go to Belize have to tender. There were three other ships in port that day; so a total of four.
Cave tubing is not possible from Harvest Caye. If you want to experience cave tubing you have to take a cruise that stops in Belize City. Also, the Maya temple sites in southern Belize are not as impressive as the ones in central/northern Belize: Lamanai, Altun Ha, Xunantunich. There are No independent excursions available from Harvest Caye.
Belize is a tender port. Costa Maya has a rather long, hot walk from the ship to the port although the port facilities are probably a little more inviting than Belize. Belize is known for cave tubing. Not a whole lot to see there. We did an excursion that was not the "hike" where you took a bus to a landing and floated in a raft. We've also done a semi submersible and then stopped at a manmade "island" for a two hour-ish. Belize is not somewhere to "walk around" outside the gated area.
