Since the EASC, the organization responsible for the development and maintenance of the GOST standards, is recognized by ISO as a regional standards organization, the GOST standards are classified as the regional standards. The national standards of Russia are the GOST R standards. Ukraine scrapped its GOST (DSTU) standards in December 2015. [1]
Established in 1925, as a committee for standardization within the USSR Council of Labor and Defence, Gosstandart was at first put in charge of inspecting measuring instruments used in industrial and agricultural production and later was tasked with developing, updating, and disseminating GOST standards.
The new name reflects a new role the agency is supposed to play in the Russian government's effort to reduce barriers to trade and get the Russian economy more closely aligned with the global marketplace. Rosstandart continues its sponsorship and funding of the development of GOST R standards, the national standards of the Russian Federation.

There are two types of Conformity Certificate in Russia: the GOST Certificate of Conformity to National Standards, and the Certificate of Conformity to a Technical Regulation. The explanation of this is that the Technical Regulations began to be developed and enforced only recently, and do not yet fully regulate the certification process in Russia.
