On mine the shift keys, in addition to SHIFT are CTRL, ALT, and FN. In my keyboard, the non-breaking hyphen is Ctrl+Shift+-. Is that what you mean? Have you tried using a the simple dash character? (-) Or, are you looking for the non-breaking hyphen. Here is my article on Assigning Keyboard Shortcuts in Microsoft Word 2007-2021 (365).
Macros are not enabled in the Starter edition, but even if they were, you would not want to use them for this purpose. Macros are for manipulating documents, or parts of them, not for typing text in Word. You would not want to reassign the function keys (or at least I would not want to) because they all have useful assignments in Word already.
If adding shortcut keys manually cannot help, let us try resetting all shortcut keys in Normal.dotm global template file to see if there is any improvement Open file explorer, and navigate to C:\Users\Username \AppData\Roaming\Microsoft\Templates, open Normal.dtom and reset all shortcut keys for this file, make sure the Normal.dtom is selected ...
Shortcut keys are customizations that are stored in templates or documents. They are stored in the normal.dotm template, by default. If you are using the 32-bit version of Word there is an old Add-in that gives you an Organizer dialog for keyboard shortcuts, but it does not work in the 64-bit version.
This is a bit harder than to the normal template but may be worth doing. You would need to have the template actually open for editing to add the shortcut, however it would then be available in all documents. I cannot find a way to create a keyboard shortcut for Synonyms. Seems like every other option under Tools are available to create shortcuts from, except Synonyms. Yes, I know there is a shortcut in the menu (4 keys that are quite impossible to handle without 3 hands), but I would, as stated, like to create my own. Any ideas? /Daniel

Please try creating a custom shortcut key in Word 2016 by the steps in this article: Customize keyboard shortcuts. By doing this, the Reset All button under File Options>Customize Ribbon>Customize should not be greyed out, please try click on it and then restart Word to check the outcome.
