After restarting the router if it still doesn't have a valid IP then check in Device Manager and make sure there are no errors against the network device. Try opening a Command Prompt (Admin) or PowerShell (Admin) and type ipconfig /release (press return) and after it has completed ipconfig /renew (press return).
