When the United States declared war in early April 1917, the United States Army was still small by European standards (most of which had conscription) and mobilization would take at least a year. Meanwhile, the United States continued to provide supplies and money to Britain and France, and initiated the first peacetime draft. [ 58 ]

Prior to this time, the Army relied on muster rolls as a means of indexing enlisted service members while officers were usually listed on yearly rolls maintained by the United States War Department.
For the first time, the division was the base element of the United States Army and remained as such until the Global War on Terrorism, when the Army switched its emphasis to brigades and brigade combat teams. Since the authorizations of permanent divisions, the United States Army has raised 128 separate divisions with unique lineages.
