The North Carolina Scenic Byways consists of roads in the state of North Carolina that travel through areas of scenic, historic, and cultural significance. Launched in March 1990, the scenic byway program has presently 59 designated byways, including three national scenic byways and one all American road, a total of 2,300 miles (3,700 km).
NC 98 first appeared in 1930 as a state route connecting NC 91 and NC 102 in the coastal region of North Carolina. That routing was abolished in 1931 in favor of an extended NC 58 . The current routing of NC 98 was established in 1934 with the road's western terminus at NC 91 (present-day Jones Dairy Road) to US 64 west of Spring Hope.

The original NC 9 lasted until late 1937, when it was renumbered as US 70A. 1938: NC 9 in Raleigh is renumbered, while NC 192 is renumbered to NC 9 from the SC Border to Lake Lure, and renumbering NC 119 from Chimney Rock Park (just north of Lake Lure) area north to Montreat. The number was chosen because of the SC 9 renumbering in early 1938.
North Carolina Highway 117 (NC 117) was established in 1931 as a new primary spur from US 70/NC 10, in Jasper, to Dover.
