Since 1998, it has been known as Essex County Road 46 between Windsor and Tilbury, and Chatham-Kent Road 8 between Tilbury and Blenheim. Between Windsor and Tilbury, Highway 98 followed what was the original route of Highway 2, and later Highway 2A. After being assigned a unique route number in 1939, it was extended east to Blenheim in 1941.
