As of 2018 there was a daily average of 8,310 prisoners in the Hong Kong prison system. The prisons had an occupancy rate of 81.6 per cent, while training, detention, rehabilitation, and drug addiction treatment centres had an occupancy rate of 30.8 per cent.

Overcrowding of the prison system remained a problem. Hence, the government developed plans to redevelop the Lo Wu Correctional Institution to provide a total of 1,400 penal places, an increase of nearly 1,200. Shek Pik Prison (Chinese: 石壁監獄) is a prison in Hong Kong, located at 47 Shek Pik Reservoir Road, Shek Pik, Lantau Island. It was built in 1984, and is managed by the Hong Kong Correctional Services.
