The development of the Ordo Lectionum Missae was a response to the liturgical reforms initiated by the Second Vatican Council (1962-1965), with the aim of promoting active participation of the laity in the Mass. Prior to the council, the Roman Catholic Church adhered to a one-year cycle of readings, incorporating a limited selection of passages.
The development of the other books took place in much the same way. The Missals now contained only the Mass and a few morning services intimately connected with it. Daily Mass was the custom for every priest; there was no object in including all the rites used only by a bishop in each Missal. So these rites apart formed the Pontifical.

[1] The Church of England has augmented the RCL by the provision of readings for second and third services.
A typical book of hours contains the Calendar of Church feasts, extracts from the Four Gospels, the Mass readings for major feasts, the Little Office of the Blessed Virgin Mary, the fifteen Psalms of Degrees, the seven Penitential Psalms, a Litany of Saints, an Office for the Dead and the Hours of the Cross. The Mass ordinary (Latin: Ordinarium Missae), or the ordinarium parts of the Mass, is the generally invariable set of texts of the Mass according to Latin liturgical rites such as the Roman Rite. This contrasts with the proper ( proprium ) which are items of the Mass that change with the feast or following the Liturgical Year .
The Catholic Church understands liturgy not only to mean the celebration of the Holy Mass, but also the celebration of the Liturgy of the Hours and the administration of sacraments and many sacramentals. At the Second Vatican Council, the Council Fathers proclaimed the Constitution on the Sacred Liturgy, Sacrosanctum Concilium. There it says:
