WaterSmart is a portal which allows our customers to access their hourly water use information online and to customize how and when they will receive leak, self-set threshold, and high water bill notifications.

Rincon Water provides potable water, recycled water, fire protection, and sewer services within specific boundaries. Our boundary lines cross into various cities including the cities of Escondido, San Marcos, and San Diego as well as the unincorporated areas of San Diego County.

Rincon Water serves two distinct geographical areas, both of which have different potable water portfolios. These geographical areas are delineated as Improvement District 1 (ID 1) and Improvement District A (ID A).
The Engineering Department oversees the District’s projects including its Capital Improvement Program, Development Services and Inspection, Property and Right-of-Way Management, Water Resources Management, and Geographic Information System (mapping).
