Chester A. Rapkin was an American urban planner, urban planning theorist, and economist who made important contributions to housing and renewal programs in the 1950s, '60s [1] and '70s. He published an important study in the 1950s about land use and vehicular traffic patterns and served on the New York City Planning Commission from 1969 to 1977.
Susan Handy, in a review for the Journal of Planning Education and Research, found the book daunting at first, saying "this book, at more than 600 pages, is downright intimidating". However, she says that the book showed her that "parking is interesting, and it is hugely important."
