Just about all the cheaper saddles, even American-made saddles, are full of staples. I was impressed when I re-did the saddle strings on my Corriente that they actually used screws. Big step up from staples. But back in the old days, the strings actually ran through the tree and held the skirts on.
A "Saddle Horse" or Saddlebred, is not the same as the Spotted Saddle Horse breed. The SSHs may have Saddlebred Blood, but they are not Saddlebreds. Spotted Saddlebreds are just American Saddlebreds with color, and no different from plain chestnut. There is no special registry that I found for Spotted American Saddlebreds or Saddlebreds of Color.

'The American' saddles are pretty decent little saddles from what I've seen, and that one looks like it's pretty nice. They aren't the best quality saddles, but if you're doing just leisurely riding, they should be ok.

I got a Southern Trails Saddle a while back, love it and you can have things modified to your taste without spending a fortune.

The saddle you show has changed very little since the beginning of the 1800's and are used quite a bit. These horses in one week, usually get day of play, day of handwalking, day of lunging, day of jogging to cart, day of jogging under saddle, day of heavy work and one day of complete rest. And action devices will vary, may be on for trotting work under saddle, but will be removed during various gaits. And may use none.
