Park Cities is a term used in reference to two communities in Dallas County, Texas – the Town of Highland Park and the City of University Park. John S. Armstrong (November 18, 1850 – April 26, 1908) was an American real estate developer. He was the co-founder (along with Thomas Marsalis) of the former City of Oak Cliff (now incorporated into Dallas) and founder of the town of Highland Park, Texas. [1] Armstrong was also a founder of the State Fair of Texas. [2]
A second development in Highland Park was developed in 1910. In 1913, Highland Park petitioned Dallas for annexation, but was refused [citation needed]. The 500 residents voted to incorporate on November 29, 1913, and incorporation was granted in 1915, when its population was 1,100. The first mayor of Highland Park was W. A. Fraser.
