By late-1971, NCO Academies began the transition to the Basic Course as part of the newly created NCO Education System (NCOES). The Special Agent Afloat (SAA) program was initiated in Europe in March 1967. In April 1971, a special agent was assigned to a deployed carrier for six months with the designation of SAA.
