The skipjack is a traditional fishing boat used on the Chesapeake Bay for oyster dredging. It is a sailboat which succeeded the bugeye as the chief oystering boat on the bay, and it remains in service due to laws restricting the use of powerboats in the Maryland state oyster fishery .

In 1958, Parks was working on an 18-foot (5.5 m) skipjack-style sailboat for Willis C. Rowe of Silver Spring, Maryland. During a confrontation with Parks on May 13, 1958, regarding the cost of the project Rowe shot the boatbuilder three times killing him. Rowe was eventually convicted of second degree murder and sentenced to 18 years in prison.
