The United States federal civil service is the civilian workforce (i.e., non-elected and non-military public sector employees) of the United States federal government's departments and agencies. The federal civil service was established in 1871 (5 U.S.C. § 2101). [1]
AFSCME was formed out of the Wisconsin State Employees Association (WSEA), which was founded in Madison, Wisconsin, in 1932 to represent approximately 50 Wisconsin civil service employees. The WSEA was launched amid fears of politically based firings within the state, the possible elimination of the civil service and a return to patronage jobs.
The pay scale was originally created with the purpose of keeping federal salaries in line with equivalent private sector jobs. Although never the intent, the GS pay scale does a good job of ensuring equal pay for equal work by reducing pay gaps between men, women, and minorities, in accordance with another, separate law, the Equal Pay Act of 1963.
