Texas's 31st congressional district of the United States House of Representatives covers a strip of Central Texas from the northern Austin suburbs up to Temple and Gatesville. The district is centered around Bell and Williamson counties, two fast-growing suburban counties north of Austin; it includes the Williamson County portion of Austin itself.

Laughlin was born in Bay City, Texas, and was raised in West Columbia, Texas, where he still maintains a residence, and he graduated from Texas A&M University. Laughlin served in the United States Army from 1968 to 1970 and later was a reservist. Before the election to Congress in 1988, he practiced law in Texas.
Michael Allen Andrews (born February 7, 1944) is an American attorney and politician who served as a member of the United States House of Representatives from Texas.He was elected as a Democrat to the 98th United States Congress and the five succeeding Congresses, serving from January 3, 1983, until January 3, 1995.
