For the 2020–21 Prva HNL, ten clubs were issued a top level license: Dinamo Zagreb, Gorica, Hajduk Split, Istra 1961, Lokomotiva, Osijek, Rijeka, Slaven Belupo, Šibenik and Varaždin.
