Although the list is designed for Japanese students, it can also be used as a sequence of learning characters by non-native speakers as a means of focusing on the most commonly used kanji. Kyōiku kanji are a subset (1,026) of the 2,136 characters of jōyō kanji.
There are 12 levels (levels 10 through 3, pre-2, 2, pre-1 and 1) with level 10 being the easiest and level 1 the most difficult. The list is sorted by Japanese reading (on'yomi in katakana, then kun'yomi in hiragana), in accordance with the ordering in the official Jōyō table. This list does not include characters that were present in older versions of the list but have since been removed ( 勺 , 銑 , 脹 , 錘 , 匁 ).

Immediately before and during World War II, state education was used as a propaganda tool by the Japanese fascist government. Today, virtually all elementary education takes place in public schools. Tuition to these schools is free, although families have to pay for school lunches, supplies, and non-school expenses, such as extra books or lessons.
