The new flag used the same basic design for the eagle, except (in response to some heraldic criticisms) changed the eagle to face towards its right (dexter, the direction of honor) and thus towards the olive branch, and the eagle was changed to be in full color. Instead of the four stars, a circular ring of 48 stars was added around the eagle.
Francis Hopkinson (October 2, [Note 1] 1737 – May 9, 1791) was an American Founding Father, lawyer, jurist, author, and composer. [1] He designed Continental paper money and two early versions of flags, one for the United States and one for the United States Navy.
Samuel Chester Reid (24 August 1783 – 28 January 1861) was an officer in the United States Navy who commanded a privateer during the War of 1812. He is also noted for having helped design the 1818 version of the flag of the United States, which first established the rule of keeping thirteen stripes and adding one star for each U.S. state.
The design was essentially the same as the Navy's presidential flag, which was the Great Seal on a blue flag, except that the eagle was changed to be pure white (like their original 1882 presidential flag) and the crest was changed to not show the clouds, but instead just a sunburst of rays in a complete circle around the stars.
The national flag of the United States, often referred to as the American flag or the U.S. flag, consists of thirteen horizontal stripes, alternating red and white, with a blue rectangle in the canton bearing fifty small, white, five-pointed stars arranged in nine offset horizontal rows, where rows of six stars alternate with rows of five stars.
