In 794, the Japanese imperial family moved the capital to Heian-kyō. The locations are in three cities: Kyoto and Uji in Kyoto Prefecture; and Ōtsu in Shiga Prefecture; Uji and Ōtsu border Kyoto to the south and north, respectively.
