Humble, Texas is a town 20 miles (32 km) northeast of Downtown, adjacent to Bush Intercontinental Airport. Humble area has a sizable population, which includes Atascocita. While the city of Humble itself has a high crime rate, the area is one of the fastest and safest areas in Houston.

A post office opened in 1929. Highlands incorporated in 1930, but its charter was voided, leaving Highlands as unincorporated again. In the 1930s, Highlands had 20 businesses and its population decreased from 350 to 200. The 1936 Harris County highway map indicated two churches, a factory, a school, and a sawmill in Highlands.

The City of Houston operates the Sylvan Rodriguez Park on Clear Lake City Boulevard. In 1991 the city purchased a 111.46 acres (45.11 ha) property for $1,399,000. In 1999 the city appropriated $2.5 million to begin building the park. In 2001 the park received its current name.
