When statehood was granted to Indiana 1816, the population of the state was sparse and poor. The small economy was entirely agricultural, and the only source of tax revenue available to the state was a property tax. A small bureaucracy was created to oversee the assessment and collection of the tax which was imposed at a fixed rate per acre.
