@JD76: Can you confirm if you backed up to Samsung Cloud via the Samsung Notes app > Tap the 3 lines in the top left > Tap the cog in the top right of the pop up window > Sync With Samsung Cloud? If so, follow the same steps to return to the Samsung Notes settings and select Import Data From > S Notes > Samsung Account to restore your notes.
Make sure the Show links in notes option is turned on for this to work.
