The problem I understand you have is that the same Edge version on different computers has Quick Links located in different places on the Edge layout. The problem phenomenon you describe is indeed strange, I suggest you create a new user profile to see if you can get the connection to display close to the bottom edge of the screen.
This may be connected to the work being done to enable a greater number of quick links on the page, which we're told is due to launch shortly. This browser runs on many different operating systems, so any new feature has to be shown to work on all of them before it can be released generally. Patience is the key here.
If you are referring to how many quick links it can display on the new Edge tab. At present, it can only display 15 quick links in two rows. If you add the link from the favorites tab under the address bar, you will have a total of 22 quick links that can be displayed in the Edge new tab.
