You should be using your own email account. It is neither necessary or wise to create a unique email just for your child's steam account. You as the parent will be better off if those emails come to you. You click the box saying you are over 13 because you are over 13. You maintain primary control over the account.

I ended up creating a new email address for it. Signed up and verified and once we were in, we changed the email address and deleted the email account we used to sign up. You'll need to remember the old email address you used when you created the account in case you need to provide proof of ownership to the account in the future.

If you haven't gotten as far as specifying a "STEAM ACCOUNT NAME" and password on the "Create an Account" page, I would suggest clearing the download cache, on your account, and completely starting over.
