The College of Engineering Pune (COEP) Technological University is a unitary public university of the Government of Maharashtra, [5] situated in Pune, Maharashtra, India. Established in 1854, it is the 3rd oldest engineering institute in India, after College of Engineering, Guindy (1794) and IIT Roorkee (1847).

The establishment of a separate board responsible for higher education dates back to 1963. Before the country's independence for British Raj, diploma courses in Engineering and Technology were provided institutions like the College of Engineering, Pune, Veermata Jijabai Technological Institute, Mumbai, Cusrow Wadia Institute of Technology, Pune and Government Polytechnic, Nagpur.
The Governing Board, with the Director of Technical Education at its helm, overlooked the completion of the project. In 1983 Prof. B.M. Naik was appointed as the first full-time director. In 2004, a committee headed by Dr. F. C. Kholi conducted a survey which identified three engineering colleges with potential for excellence.

In 1847, India's the first engineering college Thomason College of Civil Engineering (now called IIT Roorkee) was established at Roorkee in present-day Uttarakhand state for the training of Civil Engineers.
