The scrollbar only appears if the table is actually wider than the page. This template allows up to 30 row headers passed as parameters to its {{Scrolling table/top}} subtemplate, for convenience. The table's horizontal scroll doesn't work with this template, so wide tables span outside of the main content area making the entire page wider and requiring you to instead horizontally scroll the entire page. Zooming out to see the entire table makes the headers sticky, but also makes the text smaller and less readable the wider the table is.

The table above (even if some more columns are added) maintains one line per country for narrower browser and screen widths. So it is therefore more readable and scannable in long country tables. The table format below can greatly increase in number of lines, and require more vertical scrolling, especially if more columns are added.
In mobile view all the tables below narrow without forming horizontal scrollbars. This is different from tables on webpages outside Wikipedia.
