The first phase of the BSA's restructuring occurred in 1945. At first, the nation had been divided into eight districts. [9] That year, the BSA divided the nation into twelve regions, each with a Roman numeral to distinguish themselves from the council number (Region I - XII). Councils in each Region were identified by headquarters city and state.
Each region had a volunteer president, assisted by volunteer officers and board members, and the day-to-day work of Scouting was managed by the regional director, assistant and associate regional directors, and area directors. Regions and areas were subdivisions of the National Council and did not have a corporate status separate from the BSA. [4]
