The film was produced by Norman Rosemont who specialised in period adaptations of classic novels for television. He found it difficult to raise financing for the first few and spent two years raising the money for Les Miserables. NBC turned it down out of fear Americans would not understand the title. Eventually money was raised from CBS and IBM.
