In 1866, Milan was incorporated by an act of the Tennessee Legislature; John G. Shepherd was the first mayor. The Milan Times, Milan's first newspaper, was established in 1869; it was only continued for a few months. [1] [2] In 1873, the completion of the Illinois Central Railroad brought importance to the town as a commercial point.
