Holidays proclaimed in this way may be considered a U.S. "national observance", but it would be improper to refer to them as "federal holidays". Many of these observances designated by Congress are authorized under permanent law under Title 36, U.S. Code , in which cases the President is under obligation to issue an annual proclamation.
These observances differ from federal holidays in that federal employees only receive a day free from work on holidays, not observances. Federal observances that are designated by Congress appear in Title 36 of the United States Code (36 U.S.C. § 101 et seq.). Below is a list of all observances so designated.
[1] Federal holidays are designated by the United States Congress in Title V of the United States Code (5 U.S.C. § 6103). [2] Congress only has authority to create holidays for federal institutions (including federally-owned properties), employees, and the District of Columbia.

Normally, the U.S. recognizes 11 federal holidays, but Inauguration Day will make the list in 2025. It will only be a holiday for federal employees in Washington, D.C., and certain federal offices.
This list is identical to the list of Federal holidays in the United States. If a postal holiday falls on a Sunday, it is observed on the following Monday. Canada Post also maintains a list of Postal Holidays. This article incorporates public domain material from websites or documents of the United States Postal Service.
