As I understand it, you don't NEED a clearance certificate, but if you don't get one, you and your bother are on the hook for any balances he might owe in the future. So if you're comfortable having to possibly owe the CRA money sometime in the future, it's fine to go without one. If you want to actually put it all in the past and move on, get one.

The ECC-A is the one you should obtain before you exit. It applies to tourists who continuously stayed in PH for six months or more or for those with downgraded visas. You cannot obtain this at the airport. The one you can pay at the airport is the ECC-B, and it only applies if you have a valid ACR (except for tourist ACR I-Card).
Was at the start of Covid and these were being processed by employees working at home. My accountant and lawyer were shocked as this wasn’t normal. I'm reviving this thread for anyone looking; I recently heard from the CRA that they're dealing with a 6-month backlog at minimum. So expect it to take much longer than usual.
EDIT TO CLARIFY: I cannot do just a criminal record check, it needs to be Police Clearance. You send it with Courier Guy. It's something like R120 to send it & R250 to collect and takes between 6 and 8 weeks. (I've just done this myself) First time I hear about this.
The first step is to go to the SSP office of your area, ask your way around there in order to obtain your 'Police Certificate'. They will ask for your original CNIC, original passport, passport sized photos and some more information such as reason for obtaining the Police Certificate which they will enter into their system.
Good luck. police clearence certificate. I got mine twice from the General Department of Criminal Evidence in Dhajeej area. I got it the same day I applied for it. It’s the building directly behind the Passports and Nationality office. Not sure if this applies to Non-Kuwaitis but won’t hurt to ask.
