    As I understand it, you don't NEED a clearance certificate, but if you don't get one, you and your bother are on the hook for any balances he might owe in the future.     The ECC-A is the one you should obtain before you exit. It applies to tourists who continuously stayed in PH for six months or more or for those with downgraded visas. You cannot obtain this at the airport. The one you can pay at the airport is the ECC-B, and it only applies if you have a valid ACR (except for tourist ACR I-Card).

    Was at the start of Covid and these were being processed by employees working at home. My accountant and lawyer were shocked as this wasn’t normal.     Good luck. police clearence certificate. I got mine twice from the General Department of Criminal Evidence in Dhajeej area. I got it the same day I applied for it. It’s the building directly behind the Passports and Nationality office. Not sure if this applies to Non-Kuwaitis but won’t hurt to ask.
