Alfred Duma Municipality (Zulu: UMasipala wase Alfred Duma) is a local municipality within the uThukela District Municipality, in the KwaZulu-Natal province of South Africa. It was established for the August 2016 local elections by merging the Emnambithi/Ladysmith and Indaka local municipalities.
Ladysmith is the seat for both the Alfred Duma Local Municipality and Uthukela District Municipality. The town was named after Juana María de los Dolores de León Smith , also known as "Lady Smith," the Spanish wife of Sir Harry Smith , the Governor of the Cape Colony from 1847–1852.

The Alfred Duma Local Municipality council consists of seventy-three members elected by mixed-member proportional representation.Thirty-seven councillors are elected by first-past-the-post voting in thirty-seven wards, while the remaining thirty-six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
